Phase 1 ESA Environmental Reports

Typically The Phase I report will be completed within 15 working days after the receipt of the filled out questionnaire/facts requirement sheet is submitted, a signed contract is received, access to the property arranged and site reconnaissance and visit completed.

ASTM E 1527-13 Standard Practice Environmental Site Assessment report, please note the new standard is intended to permit a user to satisfy one of the requirements to qualify for the innocent landowner, contiguous property owner, or bona fide prospective purchaser limitations on CERCLA liability.

This is not an environmental site assessment as part of an EPA Brownfields Assessment. This practice does not address whether requirements in addition to all appropriate inquiry (AAI) have been met in order to qualify for CERCLA “landowner liability protection” or “LLP.”

The Environmental Site Assessment you will need is a process of evaluating the environmental liability of a real estate asset. Specifically, Environmental Site Assessment or "ESA" is the process of conducting "all appropriate inquiry" into the past or present uses of a property to determine whether the property is impacted by a "recognized environmental condition" (REC). The ESA process includes a site inspection, a review of historical records of the property and research of records available at government agencies. This information is detailed and evaluated in the Phase I Environmental Site Assessment Report, and an opinion is made as to whether past or present activities may have caused a release of hazardous substances or petroleum products at the Phoenix property. The ESA is the primary tool used to qualify a user for the Landowner Liability Protections under CERCLA.
